The delegations from the Ministry of Foreign Affairs of the Dominican Republic (MIREX) and the Ministry of Foreign Affairs and Worship (MAEC, for its acronym in French) of the Republic of Haiti met today, April 17, 2026, at the facilities of the CODEVI Industrial Park, located in the Dominican-Haitian border area, with the purpose of continuing the dialogue on the priority issues of the bilateral agenda between both States.

This meeting is based on the Joint Declaration signed in Elías Piña on January 10, 2021, by President Luis Abinader of the Dominican Republic and the late President Jovenel Moïse of Haiti, whose nine points constitute the fundamental roadmap for exchanges between the two countries. It also demonstrates the commitment of the Haitian government, led by Prime Minister Alix Didier Fils-Aimé, to strengthen bilateral dialogue, in a spirit of mutual understanding and with full respect for the sovereignty of both states, on matters of common interest.

During the day, the delegations held a frank and constructive exchange on the main topics of the bilateral agenda, with particular emphasis on border security, including cooperation mechanisms for strengthening border control and surveillance; migration issues; as well as trade issues.

During this meeting, both parties agreed to open the airspace between the Dominican Republic and the Republic of Haiti, allowing air connections between Dominican airports and the Cap-Haïtien International Airport, starting in May 2026. This measure aims to facilitate mobility, boost economic ties, and strengthen relations between the two countries.

Likewise, the delegations thank the international community for its support of the efforts aimed at assisting the Haitian authorities in the pacification of the Republic of Haiti, in particular the United Nations and the Force for the Repression of the Gangs (FRB), within the framework of their decisions and actions aimed at restoring security, institutional stability and peace for its population.

The Dominican Republic delegation was headed by the Minister of Foreign Affairs, Roberto Álvarez, and included the Vice Minister of Multilateral Foreign Policy, Rubén Silié; the Vice Minister of Bilateral Foreign Policy, Francisco Caraballo; the Dominican Republic Ambassador to Haiti, Faruk Miguel; the Director of Studies and Strategic Analysis, Emil Chireno; the Legal Director, Boni Guerrero; and the advisor Jatzel Román.

The Haitian delegation was headed by the Minister of Foreign Affairs and Worship, Raina Forbin, and included the Chief of Staff, Winnie Hugot Gabriel; the Haitian Ambassador to the Dominican Republic, Emmanuel Fritz Longchamp; the Director of Political Affairs, Jean-Claude Lappé; and the Director of Dominican Affairs, Yves Rody Jean.

Both delegations reiterated their commitment to maintaining open channels of communication and continuing bilateral dialogue as the preferred means of addressing matters of common interest, within a framework of mutual respect, good neighborliness, and adherence to international law. They also agreed to follow up on the understandings reached today through upcoming high-level and technical meetings.

Signed at the CODEVI Industrial Park, in the Dominican-Haitian border area, in the Spanish and French languages, on the seventeenth (17) day of the month of April of the year two thousand twenty-six (2026).

Haiti: Urgent Briefing

This afternoon (28 August), the Security Council will hold a briefing on Haiti. The urgent meeting was requested by Panama and the US (the penholders on Haiti), together with Colombia, after an overnight gang attack between 23 and 24 August in the commune of Kenscoff killed dozens of people. Special Representative and Head of the UN Integrated Office in Haiti (BINUH) Carlos Ruiz Massieu and Acting Assistant Secretary-General for Humanitarian Affairs Indrika Ratwatte are the anticipated briefers. Haiti and Brazil are expected to participate in the meeting under rule 37 of the Council’s provisional rules of procedure.
