Statement from the CARICOM Eminent Persons Group on the Approaching End of the Transitional Presidential Council

The EPG is particularly mindful that the mandate of the Transitional Council ends on 7 February, 2026. Given the sustained efforts of CARICOM and the international community in supporting a Haitian-led process, the EPG is deeply concerned by the tardiness of the stakeholders to find common ground and coalesce around a Haitian-led consensual agreement on an alternative transitional process despite the points of convergence in the multiple proposals made public. It is vital that stakeholders, civil society and the people of Haiti reach a consensus before 7 February 2026. A failure to do so could lead to unwanted repercussions. Time is, therefore, of the essence!

Doctors Without Borders/Médecins Sans Frontières (MSF) is deeply concerned about the recent intensification of clashes between the Haitian National Police and armed groups in the Bel Air neighborhood of Port-au-Prince, Haiti. In this area of the capital, where no other medical services are available, MSF teams usually run a clinic one day a week, while volunteer community health workers are present every day to provide basic care and refer patients.

The Humanitarian Coordinator in Haiti, Nicole Kouassi, officially launched the Haiti Humanitarian Response Plan (HNRP). With a budget of US$880 million, the Plan seeks to assist 4.2 million people who rely on life-saving humanitarian assistance.

Today the Council adopted additional restrictive measures against three Haitian individuals as well as one entity in view of the escalating gang violence, unremitting serious human rights abuses committed by the gangs in the country, and the continuing impunity for the perpetrators.
